Formatted strings as the X and Y fields cannot be used in the XY Table to Point tool. Only decimal degree and numeric values can be used (such as longitude/latitude in DD (decimal degrees) or numbers that represent projected easting and northing coordinates, such as UTM coordinates). To make points from DMS coordinates, use the Convert Coordinate Notation tool.
