A spatial map series takes the extent from the index feature. Even though you clipped the map frame to a different feature that doesn't affect the extent driving the map series. Only the index feature does that.
If you have multiple map frames, the map frame not driving the map series (in this case, the second added map frame) can have an extent different than the map frame driving the map series. You can use a map frame constraint to determine how that map frame will update as the map series pages changes.
To achieve the effect you want with that data provided, you would need 2 map frames.
Solution de contournement
- ArcGIS Pro: Toggling off the existing map frame and adding a new map frame.
- ArcMap: Use the Page Units extent setting in the Set Up Data Driven Pages window.
