Solution de contournement

  1. Turn off Show excluded values in the symbology panel for the Percent Occupied Housing layer.
  2. Add a new feature layer only displaying the excluded values.
  3. Place the new feature layer for excluded values in the correct legend column.

The desired legend is shown in the picture below:
