The Calculate Geometry tool's Geodesic Length option utilizes a shape-preserving algorithm. Hence, additional vertices are included on the feature geometry when projecting onto an ellipsoid to maintain the shape of the features.
Similar to a densification, when a standard geodesic distance is used, a significant distortion of the feature shape is caused due to the start and end points of the arc/curve which are re-projected.
When the arc and curve segments is densified, for this instance, adding a vertex every 10 meters, using the Measure tool in the ArcGIS Pro returns a similar result to the new Calculate Geometry Geodesic Length, OID 3 is roughly ~29971 meters. The previous geodesic length in ArcGIS 3.1 and prior releases were inaccurate.
