This is as designed. Rectangle and other area text elements preserve the geometry that is drawn. The XY coordinates are used to describe the anchor location. If the .Net SDK or arcpy.mp is used to move the element, it moves relative to the anchor's XY position.
Point text behaves the way described above because an area (e.g., rectangle) geometry is not used to limit the bounds of the text. If users create a point geometry and set the anchor position to be upper left, and add multiple lines of text, the text grows downward. If users set the anchor to be lower left, the text grows upward.
Confirm the type of text being entered. During earlier released, point text was the default text type, but the default was changed to rectangle text.
