The issue was indeed introduced in ArcMap 10.7.1 and Pro 2.4 when we made some enhancement to the Align Features tool. We have already fixed the crash problem in our current development in ArcMap and Pro. So I cannot reproduce the crash anymore with the provided test data. Sorry about the inconvenience. Thanks for reporting the problem. The tool should work on your data in the next release.
