Bogue
ArcGIS Online fails to read the aggregate metadata of the Security Assertion Markup Language (SAML) and the following error message is returned, “Unable to login using IDP the prefix “saml1md” for element “saml1md: Scope” is not bound.".

The workaround is the same as the workaround on BUG-000116931.
- Ensure any XML namespaces used in the EntityDescriptor elements are defined in the parent EntitiesDescriptor elements instead.
- Explicitly define the namespaces used in the child elements of the EntityDescriptor.
