This behavior is expected. ArcGIS Online encodes special characters such as less-than (<) and greater-than (>) symbols into their corresponding HTML entities (< and >) when used in domain labels. This encoding ensures proper display in web browsers and prevents issues related to HTML rendering. When these symbols are entered manually into a field without an associated domain, they appear as entered because they are not processed through the same encoding mechanism.
