Based on steps to reproduce, I think this is as designed. When user who opens up the Excel sheet with map does not have ArcGIS Maps for Office then the map will always be displayed as static. 'Enable Edit' is Excel feature for protected Excel sheets.
On the contrary, if the user who received an Excel sheet with map has ArcGIS Maps for Office installed, they will see map that is dynamic (panning and zooming works), but they also see 'Enable Edit' ribbon, because the Excel sheet is protected.
Solution de contournement
1. Open Excel > Create a Table > Sign in to ArcGIS Maps for Office.2. Geocode Points > Anchor Map > Sign out of ArcGIS Maps for Office > Save Document (P2 must be anchored).3. Send the document to a user who does not install ArcGIS Maps for Office on the computer.4. The document is displayed as expected and the Editing ribbon does not display.
