ArcGIS Server 10.3.1 runs on Java 7.0.76 which uses Transport Layer Security (TLS) 1.0 by default. In ArcGIS Server 10.4, the Java was upgraded to 8 which uses TLS 1.2 by default. This means ArcGIS Server 10.4 and higher versions must be able to communicate with a Lightweight Directory Access Protocol (LDAP) server restricted to TLS 1.2.
