Bogue
ArcGIS GeoEvent Server does not start properly if installed on the ArcGIS Server machine, but the ArcGIS Server site has not yet been created and the hostname of the machine is changed.

This is a known limitation that administrators must complete in their ArcGIS Server deployment, including creating a site and configuring SSL certificates for ArcGIS Server (and Portal for ArcGIS, separately) before installing GeoEvent Server. - Stop GeoEvent Gateway and GeoEvent Server service.
- Delete the C:\Program Files\ArcGIS\Server\GeoEvent\etc\com.esri.ges.gateway.cfg file.
- Start GeoEvent Gateway.
- This creates a new com.esri.ges.gateway.cfg with the correct hostname.
- Start GeoEvent Server.
- Navigate to Server Manager and access GeoEvent Manager.
