ArcGIS for Server fails to publish geocode services from a service definition file where the 'No available connection' option was selected without choosing the option to include data. This service fails to open with the following error: "missing Locator property in esriLocation.GeocodeServer."

Solution de contournement

1) Include the data with the service definition file. 2) Reference the appropriate server connection when building the service definition file. 3) Publish the locator directly to the server from ArcMap.
