This defect is resolved in the Portal for ArcGIS 10.9.1 Security 2023 Update 1 Patch. This patch is available for download at https://support.esri.com/en-us/patches-updates/2023/portal-for-arcgis-security-2023-update-1-patch-8095. This defect is addressed in the Portal for ArcGIS Security 2025 Update 1 Patch.
