By default in ArcGIS Enterprise on Kubernetes, organizations include only the English set of Esri-provided content. To use content from a non-English language (including Content Categories), users must add the language content for any desired languages via the ArcGIS Enterprise Admin API Directory. In this case, the user needs to add the Norwegian language content for Content Categories to function in this language.
