ArcGIS Desktop (including ArcGIS Engine and ArcObjects) is in mature support and will be retired March 1, 2026. Mature support means the end of functionality-based patches and hotfixes; therefore, this issue will not be addressed. Using the Oracle 19 instant client, ArcMap does not crash and is able to add an OLE DB connection using the Microsoft OLE DB Provider for Oracle.
