This is not fixed in ArcGIS Enterprise 11.0. There is a known technical limitation that the ArcGIS Enterprise team, not ArcGIS Enterprise Sites, has in place that does not allow the viewer or anonymous users to run the export function in the portal application and therefore download from ArcGIS Enterprise Sites. It is recommended for the user to request that ArcGIS Enterprise provide support for anonymous users to run the function.
Lastly, there is a workaround for ArcGIS Enterprise 11.0 to support downloading as a viewer user or an anonymous user, but it is time-consuming. To do this, an authenticated user must first download a file or each file format when authenticated. Next, in the portal application, make the newly exported item public, for example, a CSV file or shapefile. When an anonymous user views the download panel in ArcGIS Enterprise Sites, any exported file is seen as a download format. It is recommended for the user to try this out with one to two items and see if it helps their needs. Note that an exported file is essentially a snapshot in time. Therefore, if an update is made to the data, a newly exported file needs to be created and shared publicly. ArcGIS Enterprise Sites looks for the most recently updated or treated file and shows that one as a download file format.
