This issue could not be reproduced in ArcGIS Enterprise 11.4. All OGC layers (including WFS layers published from a hosted feature layer) must be shared with everyone to view the associated XML and query the layer. For hosted WFS layers, this requirement is noted in the documentation at https://enterprise.arcgis.com/en/portal/latest/use/publish-wfs.htm#:~:text=You%20must%20share%20hosted%20WFS%20layers%20with%20everyone.Solution de contournement
If the layer is first published from ArcGIS Pro with the WFS capability enabled and then used to build the survey, the XML of the WFS capability URL can be displayed.
