Refer to the following documentation: - ArcGIS for Server cached map services: http://support.esri.com/cN/knowledgebase/techarticles/detail/43470 - ArcGIS Online: http://support.esri.com/cn/knowledgebase/techarticles/detail/43428 - http://resources.arcgis.com/en/help/arcpad/10.2/app/index.html#//00s100000168000000 Perform the steps in the article above in ArcPad on a desktop PC and move the locally generated cache to the mobile device. Finally, disable the option for 'Default to Automatic Refresh' in Options > Server tab in ArcPad. This prevents additional tiles from being requested during panning/zooming while in a disconnected environment.
