Adding an uneditable layer to the Vision Zero solution Transportation Hazard Reporter map breaks the accompanying Crowdsource Reporter app.

To fix the issue, follow the steps below:

1. Create a brand new web map from scratch. Do not 'save as' a copy of the broken web map, as the copy does not resolve the issue.
2. Add the 'TransportationHazardReports_public' layer to the map alongside the desired uneditable layer.
3. Save the map and share it with the Transportation Hazard Reporter group.
4. Remove the broken web map from the group and open the app.

Observe that submitting a report works once again.
