Bogue
Adding a vector tile layer to a web map for offline use causes the level of detail (LOD) to display in scales (example: 1:70, 1:35) when creating offline areas in the ArcGIS Field Maps app.

Removing the vector tile layer from the web map brings the LOD back to Room, City, and so forth. This issue does not occur if the tile layer is used as the basemap.
