Adding a portal counter in ArcGIS Monitor returns an error message if the portal password contains special case characters (@ and #).

This is not a bug. The special case characters (@ and #) are not allowed by design. When the initial administrator account is created, the specified user name and password must only contain the following ASCII characters: •Numbers 0 through 9 •ASCII letters A through Z (uppercase and lowercase) •A dot (.) Refer to, https://enterprise.arcgis.com/en/portal/latest/administer/windows/about-the-initial-administrator-account.htm. If a secondary portal admin account is created, then special characters are permitted.
