Add an option within the ArcGIS Hub content details page user interface (UI) to allow for navigation to sublayers, when the item is added form a service's root URL.

At this time the navigation experience is configured so that users are navigated directly to the explore view (/explore) for content when possible. For multi-layer items, users are sent to the details (/about) view first before they select a layer. This is an intended configuration.
