Bogue
A WFS (Web Feature Service) server request returns query for only one feature when passing a request for multiple layers in ArcGIS Server 10.9.

This behavior is expected. According the WFS 2.0 specification, the count parameter is applicable to the entire result set. The count constraint shall be applied to the values in the order for which they are presented (for example, the first typeName specified, then the second, etc.) (See section 7.6.3.5 of the WFS 2.0 spec). Without the count parameter in the request, features from multiple layers are returned.Solution de contournement
A possible a workaround could be to try using the FILTER parameter for each layer if applicable.
