A vector tile package does not honor the changes on the label position (Remove and Repeat) in ArcGIS Pro 2.1.1.

For line labels, Repeat > Minimum interval is converted to the 'symbol-spacing' property with units in pixels. 'Unplaced labels' > 'Never remove' allows overlapping labels when enabled and is converted to the 'text-allow-overlap' property with a value of 'true'. Removing duplicates is not supported in the vector tile specification and unable to be implemented.
