Bogue
A feature service with the Sync capability enabled hangs on the Stopping status if there is an attribute rule applied on one of the fields.

Solution de contournement
- Create the field where the attribute rule is applied when creating the feature class not after that.
- Enable Versioning instead of Archiving while preparing the data offline.
- Stop the service and then disable and reenable archiving and then start the service.
