A feature layer created from a hosted feature layer is able to be shared differently than the original hosted feature layer although the sharing settings are determined by the hosted feature layer.

Use layer views instead. Unlike the feature layer, a layer view is a separate item with different sharing settings than the original hosted feature layer created from.
