A bookmark created on a rotated map frame in an ArcGIS Pro layout does not keep the scale.

While a bookmark contains scale and rotation, applying the same bookmark to two differently sized map frames produces slightly different results due to the different frame aspect ratios. The map frame from which the bookmark is created is expected to display an identical match. However, when the same bookmark is applied to a map frame that is twice the height, the bookmark ensures the visible rectangle captured by the bookmark is visible.
