ESRI® announces the ArcGIS (Desktop, Engine, Server) 9.3.1 Service Pack 2 Quality Improvement Patch. This patch addresses several critical issues. Please download and install this required patch at your earliest convenience. This patch addresses a number of specific issues listed below under Issues Addressed with this Patch, in addition this patch also addresses a number of reported system errors (as reported in error reports (aka. ‘crash dumps’)). Because of the nature of these fixes it is not possible to identify specific error scenarios that are fixed as a result of this patch, but the low level technical issues that were fixed accounted for a large number of error reports that were submitted to Esri (please note these issues are specific to 9.3.1). We recommend that all users install this patch.

Issues Addressed with this Patch



  • NIM045906 - The Lambert conformal conic projection, among others, does not display correctly near +/-180. Occurs when using data published to ArcGIS Server and consumed in ArcMap.
  • NIM048258 - Secured WCS Service through HTTP basic authentication cannot be previewed in ArcCatalog and cannot be added in ArcMap.
  • NIM048918 - Creating tracking layers from complex data might not be working as designed.
  • NIM051154 - Querying XY event layer with ArcGIS Extension for Google API does not generate correct output.
  • NIM055170 - Prevent users from creating a feature-linked geodatabase annotation class for a feature class owned by a different user.
  • NIM055242 - IRasterEncoder/SidEncoder encodes a raster image into a grayscale MrSID when used in a VB.Net standalone application.
  • NIM056875 - Different ways of moving the same network features to the same location give different results.
  • NIM056943 - Cannot re-connect to an external (LDAP, AD, Database) security store if the initial connection fails or times out.
  • NIM058173 - A REST query and identify on the same envelope bring back different geometry for the same point feature, when a transformation from 1927 to 1984 is present in the map document.
  • NIM058512 - Creating a search cursor fails when using spatial reference with custom domain when the map document is in page layout.
  • NIM058571 - Creating and deleting feature in the same edit operation is not finding and deleting corresponding spatial index rows for the feature.
  • NIM058653 - Representations whose actual geographic point is outside the current view window but some part of the symbol would be drawn inside the current view window do not display until the view has been refreshed or panned once.
  • NIM058951 - ArcMap and ArcCatalog crash when trying to open a particular DGN V8 file.
  • NIM059436 - Programmatically panning a map with dynamic map service in a .NET timer event results in an error.
  • NIM059565 - ArcMap crashes during reconcile of a particular child version due to exhausted memory.
  • NIM059824 - XY Event Source layer labels disappear when new points are located outside of the existing extent window.
  • NIM060242 - Graphics disappear in globe control at certain angles.
  • NIM064015 - Representation layer is issuing extra queries for maximum size values.
  • NIM060411 - Two representation styles with numerous marker points draw much slower than a comparable standard symbology style.
  • NIM060799 - WMS Layer: Cannot identify feature when connecting thru proxy server or when authenticated.
  • NIM061140 - After installing ArcGIS Server 9.3.1 SP2, you cannot open a second folder within Manage Services after opening one folder to view its services.
  • NIM061380 - Loading a map with a broken data link in Dynamic Mode causes "Access violation reading location" error (ArcEngine VC++).
  • NIM061927 - Registry key settings for Representation Field Override Units need to be handled properly when API calls are made directly against the GDB.
  • NIM062009 - Unable to reconcile with a class registered with the option to move edits to base if a deleted object no longer exists in the target version.
  • NIM062248 - IAnnotationEditExtension -- interface shows Attempted to read or write memory protected error.
  • NIM062491- While using ArcObjects Java API, IServerContext cannot be serialized.
  • NIM062516 - Representation marker symbol layers using a dashes geometric effects with a single value for the Pattern property and a marker placement style using the 'With gap' option for the Endings property are not producing expected display results.
  • NIM062863 - Redraw performance is slow with representations when zooming in on polygons with numerous donut holes.
  • NIM063258 - Detect Graphic Conflict tool is producing unexpected output for linear features which form closed loops and/or self overlap.
  • NIM063457 - Mechanism required to disable/enable the display of selectable state with the Representation Select and Direct Select tools.
  • NIM063729 - There may be a performance hit when using the Rebuild Connectivity tool with geometric networks that have feature classes with extremely large feature class extents.

Installing this Patch on Windows


ArcGIS 9.3.1 Service Pack 2 must be installed before you can install this Patch.

  1. Download the appropriate file to a location other than your ArcGIS installation location.

  2. Make sure you have write access to your ArcGIS installation location, and that no one is using ArcGIS.


  3. For ArcGIS Server for the Microsoft .NET Framework Only: Open the Services Management Console> Control Panel > Administrative Tools > Services. Stop the ArcGIS Server Object Manager and ArcGIS Server SOC Monitor services.

    For ArcGIS Server Java Only: Open the Services Management Console> Control Panel > Administrative Tools > Services. Stop the ArcGIS Server Object Manager; ArcGIS Server SOC Monitor and ArcGIS Server Manager services.


  4. Double-click gis931sp2-<Product>-QIP.msp to start the install process.

    NOTE: If double clicking on the MSP file does not start the Patch installation, you can start the Patch installation manually by using the following command:

    • msiexec.exe /p [location of Patch]\gis931sp2-<Product>-QIP.msp
  5. When Setup starts, follow the instructions on your screen. At the end of the installation, follow the instructions to run the GIS Server Post Install.


  6. For ArcGIS Server for the Microsoft .NET Framework Only: Open the Services Management Console> Control Panel > Administrative Tools > Services. Start the ArcGIS Server Object Manager and ArcGIS Server SOC Monitor services.

    For ArcGIS Server Java Only: Open the Services Management Console> Control Panel > Administrative Tools > Services. Start the ArcGIS Server Object Manager; ArcGIS Server SOC Monitor and ArcGIS Server Manager services.


  7. Installation Notes:

    • System Administrators - A technical paper is available that discusses the enterprise deployment of ArcGIS 9.3 setups using Microsoft® Systems Management Server (SMS) and Group Policy, including additional system requirements, suggestions, known issues, and Microsoft Software Installation (MSI) command line parameters. Installing this Patch on Linux and Solaris


Complete the following install steps as the ArcGIS Engine or ArcGIS Server Install owner, (NOT super user). The Install owner is the owner of the arcgis folder. For ArcGIS Server, make sure no one is using ArcGIS Server during the install.

ArcGIS 9.3.1 Service Pack 2 must be installed before you can install this Patch.

  1. Download the appropriate file to a location other than your ArcGIS installation location.

    ArcGIS Engine for Linux gis931sp2-e-QIP-linux.tar

  2. For ArcGIS Server only: stop the ArcGIS server by typing:
    % arcgis/scripts/stopserver
  3. Extract the specified tar file by typing:
    % tar -xvf gis931sp2-e-QIP-linux.tar (Linux)
    % tar -xvf gis931sp2-e-QIP-slrs.tar (Sun Solaris)
    % tar -xvf gis931sp2-r-QIP-linux.tar (Linux)
    % tar -xvf gis931sp2-r-QIP-slrs.tar (Sun Solaris)
    % tar -xvf gis931sp2-s-QIP-linux.tar (Linux)
    % tar -xvf gis931sp2-s-QIP-slrs.tar (Sun Solaris)
  4. Start the installation by typing:
    % ./applypatch
    This will start the dialog for the menu-driven installation procedure. Default selections are noted in parentheses ( ). To quit the installation procedure, type 'q' at any time.


  5. For ArcGIS Server only: start the ArcGIS Server by typing:

    • % arcgis/scripts/startserver

Windows
  • To find out what ArcGIS products are currently installed on your machine, download the PatchFinder.exe utility and run it from your local machine.

Linux/Unix
  • To find out what ArcGIS products are currently installed on your machine, download and extract the PatchFinder.tar file. Then run the Patchfinder utility from your local machine.
