Introduction
ESRI® is pleased to announce ArcGIS Desktop 8.3 Service Pack 2. This Service Pack includes all of the issues addressed in Service Pack 1.1 as well as some additional performance and maintenance issues. It deals specifically with the issues listed below under Issues Addressed with this Service Pack.
You can install this Service Pack on any ArcGIS 8.3 installation. If you have already installed Service Pack 1.1, you can install this Service Pack on top of it. If you have not yet installed Service Pack 1.1 you only need to install Service Pack 2.
We recommend that all ArcGIS 8.3 customers download and install this Service Pack, at their earliest convenience, to ensure the highest quality experience when working with ArcGIS 8.3.

Issues Addressed with this Service Pack
ArcMap
- CQ00139850 - ArcMap was returning inaccurate labels in the coordinate location feedback section of the application's framework if the coordinate system was set to Degrees/Minutes/Seconds and the cursor location was between -1 degrees and 0 degrees.
CQ00190905 - ArcMap may crash when using the Continuous Pan/Zoom tool.
CQ00191680 - In ArcMap, graticule labels in a layout may disappear when panning and zooming. The problem is that the extent changes slightly due to rounding issues. This can change the extent just enough that ticks at the corners can fall outside the extent. Therefore they don't label
CQ00192135 - Spatial References with same coordinate system, but different precisions can not be assigned to map. For example, two layers in ArcMap use the same coordinate system. It's possible that they have different XY precision values. ArcMap would use the lower precision value in such cases when selecting features, the larger XY precision value is used which might return unexpected results.
CQ00192353 - In a Geodatabase, you can't create feature class annotation with concave (V--shaped) polygon element.
CQ00192362 - Group/Ungroup/Group/Move of graphics stored as geodatabase annotation may create unexpected results.
CQ00194553 - Colors for certain objects are not always explicitly set in PostScript export. This causes the interpreter to use the most recent PostScript CurrentColor object.
Editing
- CQ00193233 - The conflicts dialog will not abort the reconcile operation if client class extension code raised an HRESULT.
- In the Conflicts Resolution Dialog, clicking on the command to replace a row with the edit version always calls IEditor.StopOperation, never IEditor.AbortOperation-- even in the case where the call to create/delete/update the row resulted in a bad value. The end result is you can wind up with undesired edits in the geodatabase. This is especially the case when the feature being replaced is a network feature or has other custom behavior.
CQ00195454 - The Editor's Attributes dialog and Traverse dialog now support additional window events that are accessible using ArcObjects.
CQ00196004 - Editor's Copy/Paste crashes ArcMap when performed on FeatureLayers with the following characteristics:
- 1. The feature layer's SDE connection parameters don't save the user/password/version.
2. The feature layers in the map were changed to a different version before starting editing.
CQ00200377 - You can not split a feature if it has a relationship class and there is a class extension that specifies a custom split policy of "esriRSPPreserveOnAll". Linear Referencing
- CQ00193077 - Events created via non-OID (Object ID) MS Access table draw extremely slow and also appear incorrect when displayed in ArcMap (dBASE, geodatabase and INFO tables are OK).
ArcGIS Desktop Help
- CQ00172297 - The link from the TOC to Spatial Analyst Functional Reference shows an error and does not launch the Functional Reference. Also, the link from "Building Expressions" dialog box within the Raster Calculator also does not launch Spatial Analyst Functional Reference.
CQ00189493 - ArcReader Help within the ArcGIS Desktop gives a java script error; expandable sections do not show up when you launch Help from ArcReader only. Also in ArcReader standalone, the glossary doesn't work.
Localization - ArcMap Editor
- CQ00184294 - If ResTitusUI.dll is installed, ArcMap crashes when you stop editing. It still crashes even though the strings in the DLL are not translated.
CQ00184335 - Unable to localize the "New Topology" wizard. The "Add Rule" dialog does not show up if ResTitusUI.dll (for localized version) is installed. Even if the strings in ResTitusUI.dll are not translated, "Add Rule" dialog does not show up.
Geodatabase CASE tool
- CQ00187476 - For XML files, if a user has a class within a class, this will cause the semantic checker to error.
CQ00191214 - An unexpected error occurs during the importing of the XMI file using case tools. The error occurs in the schema wizard while importing an xml file to geodatabase. The cause is due to several Abstract classes that are involved in a geometric network.
CQ00194692 - "Automation error, Error number: 1281." reapplying UML to existing geodatabase. This error occurs when you delete a geometric network in a dataset and then try to reapply a UML model with the same geometric network.
Customization
- CQ00188445 - The use of ITopologyRuleContainer::RulebyGUID fatals the application when the input string is empty.
CQ00193184 - The ActiveX Map Control was not available for ArcEditor Single Use products.
CQ00197299 - IConstructPoint::ConstructThreePointResection returns an error due to poor handling of tolerances.
Geodatabase
- CQ00189353 - Null geometry records cannot be deleted if the feature class participates in a topology.
