Definition Queries is a possible workaround that, however, require a lot more clicks through menus in ArcGIS Pro. Another workaround could be to add a feature class any number of times to match the number of unique attributes, and for each one remove all but one symbol class. Technically this would mean that one can toggle on/off individual symbol categories, though it is a tedious process.
