Error
While using the If Field Value Is logical tool in ModelBuilder, the output always returns true, even when the conditions are false.

The Selection Condition parameter of the If Field Value Is tool should be set to 'Greater than', and the count on the tool set to 0. Selection in geoprocessing considers 0 selected records as a selection that exists but contains zero records. This change was made in previous releases to accommodate other use cases.
