When using the Smart Editor widget in Web AppBuilder for ArcGIS in ArcGIS Online, the pop-up does not appear when the first point is selected.

This is as designed. The widget is designed so that the attribute inspector are opened and the pop-up of other features are evaluated while editing the selected feature. To edit the next feature, either update and save the existing feature, or clear and select the next feature to edit.
