Error

When users publish an image service and view the image service in Google Earth, the image becomes pixelated before users zoom in to the largest scale of the service.

Testing indicates that this is more an issue with Google Earth than with ArcGIS Server, as the KML opens and displays correctly at all scale levels when using Esri clients.
