When Portal for ArcGIS is set to HTTPS Only with Anonymous access disabled, links within the Portal Home Application first attempt to send requests via HTTP then are redirected to HTTPS.

Marking this issue as designed. There is nothing preventing a user from typing in or bookmarking an HTTP url in this situation. The web server hosting the web adaptor must be configured to redirect all HTTP requests to HTTPS.
