Error
When adding map notes in Portal for ArcGIS Map Viewer, the Template option appears empty if the organization's language is set to Simplified Chinese in ArcGIS Enterprise on Kubernetes.

This is not reproducible when the Simplified Chinese language content is added via ArcGIS Enterprise Administrator API. In ArcGIS Enterprise on Kubernetes, the organization includes only the English set of Esri-provided content by default including the content that powers map notes in Map Viewer Classic.
