Error
When adding a Web Map Tile Service (WMTS) service in the Map Viewer Classic, the data does not appears. The URL is incorrect because the parameter value for "service=" is doubled. The value is "service=WMTS,WMTS" instead of just "service=WMTS".

This issue is logged against the Map Viewer Classic (3.x JS SDK) which is now deprecated (See deprecation notice https://support.esri.com/en-us/knowledge-base/deprecation-map-viewer-classic-deprecation-000030662) The issue is not reproducible in ArcGIS Enterprise Map Viewer (4.x JS SDK). We recommend users use the Map Viewer for all their workflowsSolución alternativa
Use Map Viewer instead of Map Viewer Classic and in ArcGIS Online or in ArcGIS Enterprise from version 11.3, add the service as an item before adding it to the map viewer.
