Error

When adding a saved layer to the Portal for ArcGIS web map viewer, it appends the layer name from the service to the layer name in Portal for ArcGIS in the contents of the map.

This is currently a known limitation in the Map Viewer. When you change the name of a layer in the Portal Map Viewer, you are essentially changing the layer name for the web map you might be saving later on. When you save an item from that layer, you set the item name in the Create Item dialog that pops up. When that item is added to the Map Viewer it will always display - unless they're exactly the same.
