Error
When a definition query is applied to a feature class after publishing a hosted layer from ArcGIS Pro to ArcGIS Online, new features cannot be created in the hosted feature layer.

This is by design. The definition query applies to data in the hosted feature service. New features must also meet that condition. For example, after adding the geometry for a new feature, a valid value that meets the conditions of the definition query must be picked or added into the field(s) before the Add button is clicked. This ensures the new feature is displayed. In some circumstances, it is better to remove the definition query before publishing and set up views or filters to control data visibility for the editing workflows needed.Solución alternativa
Remove the definition query in ArcGIS Pro, and overwrite the hosted feature layer to create new features in ArcGIS Online.
