This is currently marked as known limitation. The reason is due to the small scale and large amount of features being rendered. The Featurelayer API Reference doc states, https://developers.arcgis.com/javascript/latest/api-reference/esri-layers-FeatureLayer.html " - Locations with a very high density of features may not display all available features at small scales. - Very large datasets may require potentially long initial load times, particularly at small scales. Server-side and client-side feature tile caching allow features to load much faster after the initial data download. We are continuously improving our feature fetching strategy and load time efficiency in each release."Pasos para reproducir
