Users who are not signed in to ArcGIS Online or ArcGIS Enterprise portal cannot view public maps in ArcGIS for Teams when the map is shared by a user who is signed into ArcGIS Online or ArcGIS Enterprise portal.

Solución alternativa

Search the public map created in the organization as a guest in ArcGIS for Teams by using the map ID to search for it and share to the conversation in teams now all users will have access to it.
