Users are unable to publish to non-hosting servers when a server is federated with restricted publishing, using the same hostname as the portal, and custom groups are used for restricted publishing and administration groups.

Solución alternativa

Change the server from restricted federation to normal federation. Re-enable restricted federation and use the automatically generated groups to publish services to the federated server in ArcGIS Pro.
