Error
Unfederating and refederating a server with Portal for ArcGIS revokes the item ownership and removes access to items published by users.

This is expected behavior. When federating, existing ArcGIS for Server services are automatically shared as portal items. The items are owned by the administrator who performs the federation. After the federation, the ownership can be reassigned to existing portal members as desired. Any subsequent items published to the server are automatically shared on the portal.
