Solución alternativa

1. Add all layers for the map service to the map in ArcGIS Online individually.2. Save the map.3. From ArcGIS Online, open the map in ArcGIS Desktop.The legend is visible in ArcMap.Additional Note: If the URL for the map service is added to the ArcGIS Online web map and the map is opened in ArcGIS Desktop, the legend is not be visible in ArcMap.
