When joining to the attachment table, rather than a join, specify a definition query on the layer to view the subset of features with attachments, for example, OBJECTID IN (SELECT REL_OBJECTID FROM <your_attachment_table_name>), where OBJECTID and REL_OBJECTID are the primary and foreign keys, respectively.
