This is a known limitation for rotating symbology for multiple points at the same time. The Rotate tool rotates all the features around a center point but does not rotate each point feature's symbol individually.Solución alternativa
Select each feature separately and rotate the symbology separately or use the Attribute pane to update or change the value for the Symbol Rotation fields for both features.
