This is the expected behavior for reports. The issue is reproducible in ArcGIS Pro 2.9.3 and 3.0.Solución alternativa
Resizing the header and footer columns does not change in size unless the text box is moved. Properties of the header or footer change the page setup for the whole report instead of the specific header or footer.
