Solución alternativa

The current workaround is to uninstall the update KB5050094.

Steps to do this:

1. Navigate to Start > Settings > Update & Security > Windows Update > View update history
2. At the top of the page select 'Uninstall updates' and select the KB5050094 update to uninstall
3. After the update has successfully been uninstalled, restart computer.
4. Launch ArcMap or ArcGIS Pro and you should now be able to move layers as expected.
