Setting the elevation mode for a layer at 'absolute-height' draws z-enabled features at their z-values. If these values are underground, it is expected that they are not visible because the ground is fully opaque by default. Web clients expect the service to return the correct z-values. See also https://developers.arcgis.com/javascript/latest/sample-code/scene-elevationinfo/ for more details on the different elevation options and their behavior.
