Create a custom tiling scheme. Refer to the following documentation: https://pro.arcgis.com/en/pro-app/help/sharing/overview/tile-package.htm If the user does not want to use the ArcGIS Online/Bing Maps/Google Maps tiling scheme, use the Generate Map Server Cache Tiling Scheme tool to output a custom tiling scheme in the projection of the map.
