Unable to publish a point feature layer in My Content from a CSV file with latitude and longitude when the Esri World Geocoder (the default geocoder) is set as the geocoder under Utility Services in Portal for ArcGIS 10.3.

Solución alternativa

There are two workarounds:a) Drag the CSV into the map or add to map from the file. Click the drop-down option for the layer in map details, and save the layer.ORb) Add the Esri World Geocoder as an item to My Content in Portal for ArcGIS and embed ArcGIS Online Organizational credentials. Add the item URL as a geocoder under Utility services.
